The awarding of the contract to build the first buildings of the Army Logistics Base (BLET) in Córdoba has been suspended as a precautionary measure . The joint venture (UTE) formed by Obrascón Huarte Lain (OHLA), Construcciones Sánchez Domínguez-Sando, and Itercon has appealed the award agreement already finalized by the Ministry of Defense.
The appeal has been filed against the two lots that make up the largest contract awarded to date for this project. The claim is now before the Central Administrative Court of Contractual Appeals , which will have to rule on the merits of the case. In the meantime, the proceedings remain in limbo.
The two lots of the contract, in detail
The first and largest lot, valued at nearly €320 million, covers the buildings and infrastructure that will serve a logistical and weapons systems maintenance function . It was awarded to the joint venture formed by Dragados, Heliopol, and the Córdoba-based company Magtel for €278.524.195,04. This contract is the most significant within the project.
The second lot, with a budget of almost €75 million, focuses on buildings with administrative and service functions . It was awarded for €65,6 million to Ferrovial Construcción y Vías y Construcciones. Both lots had already been awarded by the Ministry of Defense, but the appeal has forced a halt to their processing.

Automatic suspension and court decision
The Public Sector Contracts Law is clear on this point: when a special appeal is filed against an award, the proceedings are automatically suspended . That is what has happened here. The court has opted to maintain the suspension, considering that if it were to lift the suspension now and the contracting process were to continue, irreparable or even irreparable harm could occur before the appeals are resolved.
The appeals do not invalidate the contracts, but they do freeze the entire process. The proceedings are suspended until the court decides. Everything indicates that the start of construction will be delayed even further than anticipated.
A strategic project for Córdoba
The BLET is a Spanish Army project being developed in Córdoba. The work stoppage affects the most important contract awarded to date for this military complex, where logistics and planning are crucial. The Ministry of Defense had awarded both lots, but the appeal filed by the joint venture has forced a temporary reversal.
The situation creates uncertainty about when construction can begin. The consortium of OHLA, Sando, and Itercon has succeeded in freezing the proceedings, although the contracts formally remain in place. We will have to wait for the Central Administrative Court of Contractual Appeals to rule on whether they will ultimately stand or if there will be changes.
Given this situation, the two lots for the BLET (Logistics Logistics Base) in Córdoba remain awarded, but their processing is frozen. The appeal filed by the joint venture formed by OHLA, Sando, and Itercon has forced the suspension of the procedure as a precautionary measure. The most significant contract awarded for this logistics base is now awaiting the court's decision, which will undoubtedly delay the start of construction and add further uncertainty to a project of great importance to the city.
