China's top internet regulator has summoned the news platforms Toutiao (ByteDance) and UCWeb (Alibaba) have been sued for violating their content rules, making them the latest targets in a broader crackdown on problematic online behavior.
According to the Cyberspace Administration of China (CAC), both companies were sanctioned for disseminating material that “disturbed the order of the digital ecosystem,” with measures that include disciplinary actions against responsible personnel and the demand for immediate corrections.
Subpoena to Toutiao and UCWeb: Reasons and Sanctions
The CAC indicated that Toutiao allowed the presence of harmful material in its trend lists and other prominent spaces, pointing out oversight failures that facilitated the dissemination of content contrary to industry standards.
In the case of UCWeb, the agency reported that the service allowed that unauthorized sources and unconventional media flood their main trending topics section with references to particularly sensitive and malicious incidents.
The UCWeb file includes issues relating to the cyberbullying and the protection of minors' privacy, areas prioritized by the regulator and subject to enhanced surveillance.
After the summons, the authority warned that will firmly enforce the law against any recurrence, and demanded tangible improvements in moderation mechanisms and trend filtering.
Campaign for a Safer Cyberspace
In parallel, the regulator has launched a two-month national campaign with the aim of addressing posts that fuel violence or social hostility, as part of its long-term plan to ensure a safer online environment that complies with official guidelines.
The initiative aims to reduce the spread of negative or openly critical content and promote narratives considered constructive, in line with the values promoted by the authorities.
Response from the platforms
After learning of the decision, Toutiao stated that he welcomes the intervention and announced the creation of a working group to strengthen its internal controls, with special focus on combat non-compliant content and malicious trolling in their most visible spaces.
Other platforms under scrutiny
In recent weeks, the CAC has implemented similar moves against Kuaishou, Weibo and Xiaohongshu, by detecting comparable content violations, confirming a pattern of stricter oversight of large social services.
